Prepare a property for new tenants: separate compliance, repair and cleaning

A clean handover works best when the property is ready for occupancy in the wider sense. Keep legal responsibilities, repairs, inventories and cleaning on distinct lists so none is mistaken for another.

A freshly cleaned empty British flat kitchen with opened empty cupboard and a neat plain keyring on the worktop, normal UK sockets.

Settle safety and maintenance work first.

Review the requirements that apply to your property and tenancy using current official guidance. Private renting rules in England changed from May 2026, so an old checklist should not be treated as complete. Begin with GOV.UK private-renting guidance and obtain appropriate advice for your situation.

Complete repairs and any dusty work before the final clean. Test access arrangements and arrange the relevant records rather than expecting cleaners to inspect or certify building systems. Take condition photographs after the agreed work is finished.

Agree the handover standard.

Prepare an inventory describing actual contents and condition. Check the appliances, keys, manuals and any items promised to the next occupants. Empty storage that needs cleaning and make sure utilities and access are available for the appointment.

Use the tenancy checklist to discuss the handover clean. Where recent work has left building dust, after builders cleaning may be the appropriate separate brief.

Give the next occupants clear information.

Keep contact details, essential operating information and arrangements for reporting a problem easy to find. Walk through the inventory process and provide a practical opportunity to raise a discrepancy. A clean surface does not prove that every fitting is functioning.

If the property will instead be used for short stays, discuss holiday let cleaning around the turnover brief, rather than assuming a residential tenancy arrangement covers every guest-service task.
